Every precinct has at least one officer the brass can't quite corrupt and can't quite ignore. In Port City, that's John Peters — a mid-tier beat cop with an unglamorous record and an inconvenient habit of noticing things.

Peters isn't fast, isn't strong, and carries no trace of a darklight signature. What he carries is tactical assessment and street intuition — the kind built over years of walking the same blocks and learning to read a room before it turns. Superiors have flagged it more than once: he puts pieces together that other officers walk past.

That instinct has started working against the department's interests rather than for them. Port City's precinct has drifted — quietly, procedurally — into blind spots that align a little too neatly with syndicate activity. Peters keeps finding the edges of those blind spots without meaning to, and without yet understanding what he's actually looking at.

He hasn't taken a side. Officially, his file logs "vocal neutrality" on the subject of Nephilim and the string of anomalous incidents tied to Project Darklight fallout. Unofficially, the pattern in his own casework suggests something closer to reluctant respect for a vigilante his job requires him to oppose.

None of this makes him dangerous in the way the Directorate usually measures danger. It makes him a liability of a quieter kind — the honest cop whose ordinary competence keeps threatening to unravel an operation built on nobody looking too closely.
